Merge to email changes to plain text?

I have a merge document set up to merge to email, but when
I look in the outbox the email is in plain text although
Outlook is set up to use html as default.

I have tried to save the merge document as html and then
merge but it still ends up as text in the Outbox, can
anyone help?

Using Word2000 and Outlook2000, using odbc data source to
dBaseIV table.

Word 2002 was the first version to support merging to Email in HTML file
format
