Where is the worksheet converter option in WORD 2003?

It's and option that you install when installing the software. Use the
Control Panel Add/Remove software utility to modify your Word installation.

I am on a network. Can I do it or does the administrator have to do it? Is
it available with Word 2003?

It's on the Office/Word CD, but almost certainly you will need an
administrator to install it.
