Merging User Accounts in PWA

I have a user who's User Account ID has changed. He is
already assigned to projects and has entered actuals, etc.

I have already gone into PWA - Admin - Manage Security -
Manage Users and Groups and tried to use the "Merge User
Accounts" function. I get the following error:

"Microsoft Project Server cannot merge an enterprise
resource account into another account."

How do I go about putting the new UserID in place of the
old UserID??? I need to do this WITHOUT having all of the
user's current project assignments "orphaned" or messed up
in any way.
