Message Interface Unkown Error

I recieve " the message interface has returned unkown error" when I try and
create a new HTML message. I can switch to rich text and it works fine..

Outlook 2003
IE 7 beta 2 with IE 6 I wasn't even able to get out to internet
XP HOME
Please let me know if anyone has seen this.
