message is empty in forward as attachment mail

Hi,
We use Exchange 2003 and now several users report they can't see the content
for mail sent by using forward as attachment. For example, user A uses Yahoo
Mail to send an email to user B and user C using forward as attachment. Both
user B and user C are in the same mail store and same Exchange server.
However, user B can receive the mail without problem whereas user C finds the
attachment is empty with size 64Bytes. I tried to search the web but no hint
for that
