Message: One or more projects cannot be found

We have the 2003 Enterprise version of Project. I was trying to open all
projects in PWA and I got this message:

"One or more projects cannot be found. The project file contains only the
inserted projects that could be found. To insert additional projects, on the
Insert ,menu, click project".

I hit okay to this message and then the MS Professional list of all the
plans we have created pops up and there is a message saying "Cannot find
inserted project XXX". I must click on this project to open it and then it
gets added to the list of all projects.

Can you tell me what this means and how do i fix it.
