Message Recall works differently for different users

I am having a problem with Outlook Recall message (in internal Exchange
Server).
For some users the messages waits for user to open the Recall message before
deleting the original. But for some others both original and the recall
notification reach the mail box but in few secs both messages gets deleted
(i.e. user will never know that something reached his mail box). Can someone
know if there are any settings causing this difference? or is it a random
thing?

PS: Assume that the original message is unread. tried changing settings
like Preview pane options.

Version of Outlook is 2003.

Is the message in the Inbox in both cases, or does it go into a different
folder for one because of a rule?

Are both users on the same server?

1) Both cases the messages are in same folder.
2) some of the messages comes from same Exchange server. sometimes the
server is different, but both the servers in same corporate network.

Same folder == Inbox, or different folder?

Are you able to reproduce the problem with the user whose mailbox doesn't
process recalls automatically by sending them a message, recalling it and
observing the behavior on their machine?
