Message rules

I am running a gateway spam server that tags an email message subject line
with "Spam". I am also running Exchange 2007 which receives all mail from the
gateway server. Is there a way to create a central rule either in Exchange or
Outlook that will send the tagged email to a specified folder in the users
outlook? I am trying to avoid having to setup rules in the users Outlook
individually.
