message sends but stays in outbox, will not copy to send

Using Outlook 2007, when I send a messag (any type, plain text or with an
attachment) the message goes to the outbox and transmits but stays in the
outbox appearing not to have be sent. Setup to copy to the send box but
doesn't.

Do you hve any addins such as AV or a firewall that integrates with Outlook?
If yes, disable the integration, completely close and reopen Outlook and try
again.
