Message stuck in outbox

I have a message stuck in the "OUTBOX". I have tried deleting it and I have
tried
"Go to file, Work Offline, delete it." but that did not work.

Did you stop Outlook, wait a couple of minutes, then restart after clicking
File and checking Work Offline?
