message when assigning delegate in Outlook 2007

I have an outlook 2007 client that is getting the message "The
delegate settings were not saved correctly. Unable to activate send-on-
behalf-of list. You do not have sufficient permission to perform this
operation on this object". I know there is a hotfix to resolve this
for outlook 2003. Will that hotfix work for outlook 2007 or is there
another one or another method to be able to do this. Thanks
