Messages convert to plain text in the Junk folder

Is there a way to stop this? It must be some security setting or reghack. Our
anti-spam server sends out a nice HTML summary of your junk mail. Some
user(The CEO for one) have a rule that dumps it into their Junk folder. It
then converts the view to plain text. If you drag it to any other folder, it
displays in HTML format. Help!
