Messages sent back to sender

Many times, e-mails are sent back to the sender because (apparently) I have
used up all the bytes I have available. I have deleted all the messages in
the "deleted" folder & have cleaned up my "Inbox" of all the e-mails with
attachments, but messages continue to be sent back to the sender.

What do I do?

Depends on your account type. If it is a POP3 account you have been cleaning
up on the wrong side. You'll have to clean up at server level by loging onto
your webbased account provided by your ISP. What you've stored locally in
Outlook doesn't play a part in this.
