Messed up formatting

I created a email message with Publisher 2003 and when I
sent the document with Outlook 2003 it is fine. When
someone with Outlook 2003 tries to forward or reply to
the message the original message looses it format and
looks terrible. I tried this with a Outlook 2000 client
and the format doesn't get messed up... Any ideas why
this may be happening?
