How and where should meta tags, with the site's keywords, description and
title, be inserted into the Head of a web page so they'll be picked up by
search engines?

Meta tags are the first step, you also have to list with
search engines, i. e. "add a URL" or "Add a site".
The best way to see how meta tags are supposed to be is
to log on to a site, go to "View" and go down to "source".
The tags are at the top below the title. Meta name and
meta description. You can cut and paste to your
clipboard, word processor or HTML editor and alter info
to your needs.
