microsoft access 2003 license transfer

I wish to sell my Microsoft Access 2003 program. The license can be transferred once but I cannot determine how this is done. Can anyone help, please.

In Access go to Help, About Access. Click on the link to the End User
License Agreement. Scroll down to number 14.
