Microsoft Access does not load properly in Office 97 installation

I am running Microsoft Office 97 on a Microsoft Windows 98
PC. When I try to open Access via the programs option in
the Start menu, I get a message that I have to specify a
database name and address. The Access program will not
open automatically as other MS Office applications do.
