Microsoft Access was unable to create database window

I have an URGENT and SERIES problem

When I open my application I receive message

“Microsoft Access was unable to create database window ….. Please
upgrade to a newer version of Microsoft Internet Explorer”
I’m using Office 2003 with SP1, and I’m unable to open my file by any
other version of Microsoft Office

Please, Please, Please, Please, Please, Please, I need Help
