after I burn my access data file to a cdrw and open it I can't make any
modifications to the file. The program is not set to read-only but yet the
burned file is. what can I do to change this.

Windows has a habit of setting the file properties to 'Read-Only' on an file
written to CD, wheter CD-RW or not.

Open your CD in Windows Explorer, right click on the file and select
'Properties', near the bottom of the dialog you will see a tick box for read
only, make sure this is de-selected.

If that were even possible, it isn't the solution. The file needs to be on
media where the user has the ability to read/write within the folder as well
as the file. The solution is to move the file to a hard drive or other
read/write media. CD/CDRW/DVD/DVD-RW are not an option.

Hmm.... That's not strictly true.
If the user has Roxio CD/DVD writing software with the 'Direct CD/DVD'
extensions it IS possible to keep an writable database on optical media. I
use it regularly to work on my clients databases using my laptop at their
premises, and then on my desktop machine when back at base. So long as all
machine have 'Direct CD/DVD' installed they can write to the database. I know
the original post didn't mention 'Direct CD/DVD' but the poster may have it.

A good alternative is to use a USB memory stick (Preferably USB 2.0, for the
speed advantage) as that can be read / written to by most PC's these days
without any drivers etc needing to be installed.
