Microsoft Excel Web Query Connectivity Kit

I have seen numerous references to the "Microsoft Excel Web Query
Connectivity Kit" which is supposed to contain documentation on the .iqy file
syntax. This was apparently available at
http://officeupdate.microsoft.com/downloadDetails/webcnkit.htm but that link
is no longer good. Does anyone know where I can obtain this software?

There is a later version that replaces the above, however you must have an Office 2003 app installed.
