Microsoft FrontPage Server Extensions: OS Error #5 Message: Access is denied

I am getting this event id error on one client machine. I
have another client that operates fine. When the user
tries to save or modify a file in the wwwroot directory,
the file will not save. It just gives a server error and
tells me that the file cannot be saved. This user does
have the ability to create new files on the shared
folder. The only way I can allow this user to modify a
file in the directory is to give them Domain Admin
writes. I obviously don't want to do this! Is there a
solution to this problem?

The user must have FP authoring permissions.
