Microsoft Internet Explorer

I am having problems with Microsoft Internet Explorer. It
has started acting like a pop up. Regardless of what I am
doing, IE pops up. Can anyone help?

Windows General or Help and Support would be ones to start with.
Is your virus scanner updated? You may want to run a system scan.
