Microsoft LDAP Directory windows appears on 2003 Outlook startup

Upgrading from Outlook97 to Outlooks 2003 on a Windows 2000 workstation with
Service pack 4. Install went Fine, Every time that Outlook is started the
Microsoft LDAP Directory windows appears. We are using POP3 to access the
mail system. (We dont use LDAP at this site)

any Ideas?

remove the ldap address book via tools > email accounts > view/change
directories and address books
