Microsoft.mshtml.dll Deployment Issue

I am trying to deploy a solution, which is referencing Microsft.mshtml.dll.
I copied the that dll from my dev machine to target test machine in the
folder C:\Windows\Assemblies\

Doesn't work. What should I do next? Register the DLL? I thought that
..Net was Drag-and-Drop?
There is a reference on the Web about regasm.exe???? Can someone tell me
what to do to make it work?
