Microsoft Office 2000 Developer won't install??

Hi there

I tried to install Office developer tools 2000.
I am getting this error message:

Installation Wizard for Office 2000 Developer

Microsoft Office 2000 Developer requires Visual Basic for Applications 6.0.
Before installing Microsoft Office 2000 Developer, install Office 2000 or
another application that contains Visual Basic for Applications 6.0.

Apparently VS (Visual Basic 6) is installed on the same machine??

though I tried to install vba6.msi separately. In that install the setup
was
looking for apc60.dll and vbai60.dll which both are not on the CD??

I there anyone there, that could sent me this dll's or give some advice as
to what I can do to get the developers tools installed?
