I'm not sure if that's the best solution for this specific situation. Part
of the purpose of DDE is to use the same instance of the application for
multiple files. When you turn if off then another instance of the
application will start. Since the OP is encountering a delay if the
application isn't already running, forcing another instance of the
application to start when opening a file outside the application may
ultimately cause even more of a delay.
Now, I can't say for sure, since I have no way to test this - all of my
files open without a delay, so I'm basing this on logic only.

Here is a fix I have used before to fix this issue
In Windows Explorer, click Tools Folder Options, File Types. For Word
documents highlight .doc extension and then click Advanced. Click Open on
the list, and then click Edit. replace /DDE with "%1" (use quotes) to the
end of the "Application used" box. And uncheck the DDE box. Now test. If
all is well, do the same for the Excel (.xls)
All my Microsoft Office 2003 applications load/open [launch] slow all the
time, except it is much faster when I have a similar application already
