Microsoft Office 2003 Setup Error 1406

I'm trying to install Microsoft Office Professional Edition 2003 and I get
the following message part way through. I checked the entry in the registry
and Administrators (I am one) and Everyone have "Full Control" permissions.
Any ideas anyone?

Go to HKEY_CLASSES_ROOT\CLSID\{1E31C3D5-7372-45E0-B061-CDC14AD97404} and
right click on Permissions.
Go to 'Advanced' and uncheck the first option 'Inherit from parent...' and
click 'Copy'.
Then enable 'Replace permission entries' and then restart the computer.
