Microsoft Office Application Recovery Tool not in Office Tools?

I keep reading about the Microsoft Office Application Recoverty Tool, which
sounds like it should be in the Office Tools. I cannot find it. I do see
Digital Certificates..., Clip Organizer, etc. but no Application Recovery
Tool. If I go to Add/Remove programs, select Microsoft Office 2003
Professional and click Change, everything is installed. If I am just missing
the shortcut, does anyone know how to get it back?
