Microsoft Office Document Imaging

In Office 2003, we use OCR on a tiff image. When asked if we want to save
the document, we say yes and it appears to save the document with no error
messages. However, when reopening the document, it wants to use OCR again.
The permissions have been checked and Indexing Service is running.

You need to save the Recognized Text as a separate document(Word
document, not image file). The Image file(tif) contains no text and can
be repeatedly "OCR'd" as you have discovered.

But, this is not the case in Office XP. We OCR tif images, save them as tif
images and do not have to OCR them again.

No you don't "have to" OCR them again. I don't use Office XP so I can't
test that "feature". Perhaps it's some annotation method. Try opening
those image files in a graphics editor and see if they open properly.
