Microsoft Office Notification app never opens

Right now my office's install of Office 2004 does not come with
Entourage (because we want to encourage our users to use another email
program) but when you try to save something in word, you never get an
audible response to know that it saved sucessfully. Some of our more
protective users would really love to get their *DING* back. When I
try to open up the Office Notification app it never seems to open, it
just bounces up and down, but it never fully opens.

Any ideas? I've gone through the normal steps of trying to delete
preferences, re-install Office, etc. etc. etc.

What you're looking for is in the respective Office applications'
preferences window. In Word, Excel or PowerPoint, go to [name of the
application]>Preferences, and in the General section, select "Provide
feedback with sound". This feature is quite unreliable for some users
(including myself), since unknown circumstances seem to switch it off from
time to time.

Office Notifications has nothing to do with it. Office Notifications
controls reminders for Entourage items, and that's the reason why it doesn't
launch properly in your case (since you don't have Entourage).
