Microsoft Office Shortcut Bar - enabling auto view possible?

Prior versions of Windows enabled an automatic view of
the name of each icon represented in the Microsoft Office
Shortcut Bar whenever the cursor was passed over the
shortcut icon in the bar. i.e., the name of the file or
folder or program would briefly come into view as the
cursor passed over it.

Is this feature possilbe in XP?
If so how does one enable it?

You need to enable Tool Tips.
