Can someone tell me in simple terms how to fix the problem that says,
"outlook needs at least express 4.1 to open"? I uninstalled/reinstalled and
upgraded windows but it still wont work. Please help.

WHICH version of Windows? Outlook and Outlook Express run under many
versions of Windows.

When you start Outlook EXPRESS, what is its version (Help -> About)?

When you start Internet Explorer, what is its version?

Until IE7, OE was bundled with IE.

You sure the actual error message wasn't "Outlook requires Microsoft
outlook express 4.01 or greater. You can install outlook express 5.0 by
running ie5setup.exe from the internet explorer folder where you
installed outlook, or download it from the internet explorer site on the
web"? Don't summarize, truncate, paraphrase, or describe error
messages. Show then in FULL. Knowing the EXACT error message makes it
more probable to find a related article in Microsoft's huge support
knowledgebase (http://support.microsoft.com). You never bothered to
divulge WHICH version of Outlook that you have. Knowing the exact
error, Outlook version, and Windows version helps greatly in finding a
solution. Possible solutions based on *guesses*, like you are using
Outlook 2000, are:

(also try with IsInstalled set to 0 instead of 1)

If you instead have Outlook 2002:

Some solutions may apply to multiple versions of Outlook.

Did you update IE from (whatever version you have) to, at least, version
5?

This is not a Microsoft site so be VERY wary. As such, I recommend you
upgrade to IE6 (link below). Microsoft dropped support of IE5 back in
Dec 2003.
