Microsoft Outlook 2003

I really hope that somebody can help me because I am about at my wit's end!
For some reason I cannot get the program to open from the desktop shortcut or
the program menu. If I run the Office 2003 setup and reinstall the program
it will open up just fine but once I close it I have the same problem.
PLEASE SOMEBODY, HELP ME!!!!!
