Microsoft outlook 2007 time interval doesent work??

Hi,
I have recently migrated my outlook account from a server to my new
computer, and i am running Windows XP i have set my interval to 3 minutes to
recieve and send emails, i know that people say that it shouldnt be lower
than 10 minutes but it worked on an exact duplicate of a computer before with
that interval.
when i send the email it just stays in my outbox untill i click send/recieve
emails.
if anyone has encountered this problem and knows the solution i would
greatly apreciate any help.

there was no change when setting the interval to 10 minutes, the emails still
didnt get sent out every 10 minutes, also there is no antivirus integrated
with outlook 2007 and the setting is turned off to scan the emails also
