microsoft outlook 2007 will not send emails with attachments

I have been using outlook for years and have never had a problem with my
email until now. I am running Vista and Outlook 2007. Three days ago my
email began to give me error message 0x80004005 stating that my server was
not responding. I believe I may need to reset my server, but I am not sure
how to do that. Can anyone help me?

If you have a virus scanner that integrates with Outlook, disable this
integration and try again.

I use AVG and it only scans incoming messages. Will this keep me from
sending attachments?

I have disabled my viruse scan for email and the problem still exists. What
else can I try?

Did it also fully disable its integration with Outlook?
Does it work in Outlook Safe Mode?
Start-> Run; outlook.exe /safe
