Microsoft outlook backup utility

I recently reloaded my system and i went to install the PST backup utility,
it downloads ok, but i have problems with the install. When i try to install
it i get an error that its already installed and must be uninstalled first,
if i let it try and uninstall automatically it fails and says i have to
uninstall it from add/remove programs, but there in no entery in there for me
to uninstall.

What is happening and how can i fix it?

Click Tools>Options>Other>Advanced Options>COM Add-Ins and click Add.
Browse to C:\Program Files\Microsoft Office\Office10\AddIns, select
outbak.dll, and click OK. If you don't see outbak.dll in Office10, look in
Office11.
