Microsoft Outlook was unable to publish your certificates.

I'm trying to install a certificate onto an Outlook 2000 SR1. Via the
"Publish to GAL" button, but I get the following error:

"Box Microsoft Outlook was unable to publish your certificates"

The other 5 windows 2000 machines I've done the same procedure on are
fine.

The certificate is a Thawed Free mail cert, I tried a new cert, no
change, and also reinstalled office, and the service packs to get to
SR1 level.

Look forward to some assistance.
