I want to send messages through Outlook, but I don't want
them to have a blank cc line. I don't want that line to
show up at all.

How do I remove that line?

Does it really matter if you have a blank Cc line? Most of the messages I
receive have it blank, but I never notice - there is not a lot to notice!

If you mean that you actually want to send copies but do not want the
recipient(s) in the To box to see then, then use blind copies. (In the
message, use View from menu and click on Bcc Field).
