Microsoft Photo Editor : Cannot rotate image in arbitrary degree

i open a image in ms photo editor and try to rotate the image in arbitrary
degree (let's say 5c)
but it result in a black image.

I can rotate the image in other option (e.g rotate left, rotate right) but
only 'by degree' option doesn;t work.

What's wrong ?
