Microsoft Picture Manager

I'm sorry to post this here but there is no Disscussion Group for Picture Manager.

I have a user who wants to be able to edit jpg's with Picture Manager but the only way I've found that you can do this is to be an administrator on the local box. This is something we don't want to have. I have used to regedt32 to give her full rights to MS Office but that didn't help.
