Microsoft Project does not work with Chinese(PRC)

Dear all,
I notice that the programmer who had set Chinese(PRC) as language for
non-Unicode programs(Regional and Language Options) could not connect
MS.Project to the project server.
It took me a while to discover this.I had try install Project server
Multi Language Pack(Chinese and traditional chinese) but it doesnt help.Any
ide on this issue?Cause our programmer developing a chinese enviroment
software as well.It would be troublesome to reset the language setting in
order to work with Project 2003.
