No. This feature was added for the first time in Microsoft Project 2007.
You will see it continue in the 2010 version as well. Hope this helps.

Hi JohnP. hope you are well.

If you were after a way to display the cells in a different colour for a
specific purpose, perhaps for a presentation etc there is always the option
of saving the file in Microsoft Excel format. Then you have the option of
harnessing the cell formatting capabilities of Excel, including conditional
formatting.
