Microsoft Project - Is it possible to set the duration to milisec.

I am a custom machine builder. I would like to use Microsoft Project to
develop timming charts for the equipment. The actions/motions I would like
to identify in my chart have time durations that may range from .001 seconds
to 60 minutes. Is it possible to change the duration to reflect the
specified user units?

No, not to milliseconds. To a point you can substitute seconds for minutes
(mentally of course) but in that scenario an hour becomes problematic as it
is only 24 minutes long.
I suggest you use excel.
You could modify my excel schedule example

and see if that works for you.
