Because there is no Mac version of Publisher. WinOffice doesn't come with
Entourage, either. There's even an FAQ:

So if you want it, get monitored by using Send Feedback under Help to tell
the MacBU you would pay extra for it.
I'm not familiar with Publisher, but I vaguely believe AppleWorks includes
some of its features?
