Microsoft Runtime 2000 re-install

I am trying to re-install microsoft runtime 2000 on a
machine which the runtime installed via SMS. I have tried
to run the re-install but keep getting the message that a
previous install in still running, when I know it is not.
The OS is NT4 and the error is "A previous install is
still running error 1705".

Has any one come accross this before and if so is there a
fix, apart from removing it through comtrol panel?
