Microsoft Script Editor is disabled

I have installed the InfoPath 2003 Toolkit for Visual Studio .NET and applied
Microsoft Office 2003 SP2. When I open a blank form in the InfoPath designer
and go to Tools -> Programming on the menu bar, the On Load and other
commands are disabled. How can I enable the Microsoft Script Editor?

Can you at least open VS.Net and start an InfoPath project with C# behind?

Yes, I can open the InfoPath project and get to the code behind in Visual
Studio, but I cannot access the MSE from the InfoPath designer. There has to
be some setting or configuration property that needs attention somewhere.
Anyone out there that has had a similar problem and found the solution, I
would be greatful.
