Microsoft Script Editor is grayed out

When I try to open the script editor in any Office 2003 application, the
option is grayed out. I have tried to manually install it but cannot locate
the option in Office installer. I found a Microsoft KB that said it could be
downloaded from the Windows Update website. I looked for hours to no avail. I
need to get it installed so that I can add code to Infopath forms unless
there is another way to do this. Any help would be appreciated.
