Microsoft text driver

Hello....
On the web link http://support.microsoft.com/ph/1902 there are instructions
I was trying to follow http://support.microsoft.com/kb/288328

There is what is being called a "White Paper" Titled, "How To: Send Form
Results to a Database and an E-mail Recipient, and Use the File Upload
Component Simultaneously".

But on page 4, item 9, the "White Paper" says to select the "Microsoft Text
Driver" from the "Files of type list" Well....... I don't see anything in
that dropdown list and it will not let me type it in, so I seem a bit
stuck...

Anyone have any suggestions? Like how to get the Microsoft text driver in
the correct location? So I can continue...
