Microsoft Visio Professional 2007 Install Error

I am stumped by a problem I have installing MSVisio 2007 Prof. on user
workstations. The majority of the time the install works fine, however there
have been several workstations where the progress bar gets about half way,
the hard drive thrashes, the empty floppy drive lights and then it errors out
with the message:
"Microsoft Visio Professional 2007 has encountered an error during setup"

The lines from the setup log where the error occurs are listed below:
