On deleting an element in a diagram, the other elements that were connected

In general, no. There may be some specialized add-on applications that
can do this using code. Some diagram types can automatically connect
shapes when shapes are dropped on the page but when a shape is deleted
the intention may be to do various other things than to do any
repositioning or reconnecting. Every user woukd want it to do
something different at different times.

Absolutely. I would NEVER want it to do that, but then I only use it
for software flowcharts. I want to make all connections myself.

I agree, In Visio 2007 there is an autoconnect feature for flowcharts
etc whereby if you hover the new shape just below the prvious shape it
will change the drop symbol to a connector, then when the shape is
dropped it will be automatically connected but the shape gets moved to
a different location, that's the worst bit. It can be turned off
though - which is its best feature.
